“decision to invoke the notwithstanding clause was not taken lightly but was necessary to ensure students could return to the classroom in the quickest manner possible”
(Unrelatedly, the Minister of Agriculture and Irrigation has somehow misspelled his name as “Stgurdson” in his signature block.)
